By GAYLA CAWLEY

LYNN Two men were arrested Wednesday after an alleged cocaine and heroin transaction.

Nelson Bolivar, 52, of Salem, was charged with heroin and cocaine distribution. Andrew Cole, 37, of Wakefield, was charged with heroin and cocaine possession.

Lynn Police Lt. Rick Donnelly said a detective noticed a suspicious car, driven by Cole and also occupied by a female passenger, shortly after 1 p.m. Police watched the car pull over on Orchard Street near Summer Street, and saw Bolivar walk to the car and get in the back seat.

After a short ride, Bolivar got out of the car, leading the detective to think he witnessed a drug transaction. After conducting a motor vehicle stop, the officer walked to the passenger side of the car and noticed the 33-year-old woman bend toward the floor, as if to hide contraband, Donnelly said.

Donnelly said the woman was asked to get out of the car, but she couldn’t talk because she had drugs in her mouth. When police asked her to spit out the drugs, she ejected two bags of heroin, or 1.8 grams, and one bag of cocaine, or 0.6 grams, Donnelly added.

Does this bank robbery suspect look familiar?

Cole told police that the bags were his and didn’t want to see the woman get in trouble. Police believed his story and let her go. Bolivar was subsequently stopped near Breed Square and arrested. More than $250 was found on Bolivar and seized. Cole and the woman told police they paid $250 for the drugs, Donnelly said.

Thinking positive for 2017

$
0
0

A look back at the year makes it easy to conclude 2016 set the stage for significant economic development in Lynn and surrounding communities in 2017.

By rejecting a concerted effort to bring slot machine gambling to Revere, Massachusetts voters provided a green light for the city to expand Ocean Avenue development to Suffolk Downs and the former Wonderland Greyhound Park.

By helping developers interested in building on Route 1 in Saugus, town officials primed the pump for transformative development along the roadway. In Lynn, a major waterfront residential project offers the possibility of sparking additional development in 2017. In Swampscott, two new housing complexes are planned for former public school sites.

The common thread tying these development proposals together from Route 1 to Lynn’s waterfront is the willingness on the part of developers to spend money locally. That confidence is rooted in an improved economy as well as receptive attitudes on the part of city and town officials to help development proposals proceed smoothly.

Lynn home sales stay hot

The upcoming year will see housing and commercial projects take shape on Route 1 and bring jobs to formerly iconic locations along the roadway. Projects planned this year and reviewed by town officials have the potential to bring new jobs to Saugus and spur other developers into looking at Route 1 for its development potential.

Saugus is driven to help

Swampscott’s Machon School and Greenwood Avenue housing proposals will ultimately be welcome additions to the town. Both projects have a ways to go before Machon is converted to senior affordable housing and the former middle school site on Greenwood Avenue becomes residences.

The apartment complex proposed for the former Beacon Chevrolet site opposite North Shore Community College’s Lynn campus is large enough to be a template for Lynn’s waterfront revival.

City officials and longtime city residents have heard and read about “waterfront revivals” throughout past decades without the big talk turning into big construction projects. But the Beacon project has caught the attention of city, state and federal officials and developers who are looking to build on the Lynnway’s Saugus River end.

New housing on the waterfront can spark imaginative ideas for providing pedestrian access to the waterfront and even expanding Seaport Marina.

Cynics are quick to dismiss plans and talk about big projects but substantial work undertaken this year to make development a reality is poised to bear fruit in the new year.

He graduated from Harvard University and Boston College Law School and served as special counsel in former Attorney General Martha Coakley’s office to ensure that policy goals were met. He brings strong working relationships with state, local and national government officials, Coppinger said.

She has 30 years experience in accounting, budget management, auditing and reporting. She is also proficient in grant management, research and analysis and has earned a reputation as a strong and efficient team leader and staff communicator, Coppinger said. Harris received training in accounting at Salem State University.

“It was an opportunity that was brought to my attention and I’m looking forward to working with Kevin,” Harris said.

Since his election last month to replace retiring Sheriff Frank Cousins, Coppinger has been working with his transition team to prepare for the new administration which includes District Attorney Jonathan Blodgett; former District Attorney Kevin Burke; former Salem Police chief Robert St. Pierre; state Rep. Paul Tucker (D-Salem); Frances Martinez, executive director of the North Shore Latino Business Association; former Lynn City Councilor Richard Coppinger; Helen Corbett, communications consultant; Patrick Bradley, former undersecretary of the Executive Office of Public Safety; and James Jordan, former planner for the Boston Police Department.

LYNN — Longtime Rotary International member Steve Upton is preparing to be sworn in as the next president of the Lynn chapter.

“I look forward to representing a terrific group of people who help others on a regular basis and ask for nothing in exchange,” said Upton, a Lynn native. “My dream is to keep Rotary going and see its dedicated membership continue to make a difference in the world.”

Upton added he is pleased to be affiliated with an organization that has local, national and international interests at heart. He talked about a recent trip that current president and friend, Ray Bastarache, took on behalf of the Rotary Club. Bastarache went to the Philippines and volunteered at a local hospital for eight days.

“Ray was a transporter of children going into surgery for cleft palate repair. He moved over one hundred youngsters in and out of the operating room. Rotarians do this kind of volunteer work all over the world, and they pay for their own transportation and expenses on these trips.”

Bastarache praised his incoming president and his work with the organization. “I have known Steve for many, many years. He is a wonderful man and committed to this community and the folks who call it home. Rotary is in very good hands as he prepares to take the helm. I am fortunate to call him my friend.”

Peabody reaches out to fire victims

Rotary International, a world renowned volunteer service club that brings professional leaders within local communities together to perform charitable works, was formed in 1905. Today there are more than 34,000 chapters worldwide and a membership of 1.2 million. CNBC recently ranked the club’s endowment, The Rotary Foundation, as No. 3 in its annual Top 10 Charities Changing the World in 2016 list. The Lynn chapter boasts several local leaders and role models in its membership.

Upton, 68, is a retired business administrator for the Lynn Public Schools, having spent 37 years on the job. He and his wife Linda are the proud parents of Edward, Joseph, Melissa and Robert and have five grandchildren.

I am grateful for the good life that I have and thankful for my healthy family. I am in a position where I can help others and it’s great being a member of an organization of like-minded folks. Rotary is quite active in the community, and its 52 members participate in wonderful programs like My Brother’s Table on a monthly basis.”

Upton, a Lynn Classical and Salem State graduate who earned both a bachelor’s and a master’s Degree in Education, said he is humbled to be part of a group that raises scholarship money for local deserving youngsters and has been hosting a Student of the Month Luncheon, honoring eighth-graders from each of the middle schools in the city and their teachers for more than 20 years. He and his fellow Rotarians, along with the Lions Club, also co-host the Annual Football Captains’ Luncheon, held at the Porthole Restaurant. Brotherhood, Riverworks and St. Jean’s Credit Unions also support this beloved tradition.

Beer war is bad for business

Colonial America and Great Britain found a way to go to war over tea and it appears a war spanning Lynn and Swampscott is brewing over beer.

Initial reports suggest Craft Beer Cellar has determined that Lynn-based Bent Water Brewing Company’s beverages should not be sold in Craft Beer outlets, including one on Paradise Road.

This omission is an obvious loss to local beer lovers and a maddening case of local businesses potentially working against each other.

Bent Water is one of Lynn’s newest entrepreneurial additions and brewery owners wasted no time in becoming good local corporate citizens. Bent Water reached out to the Lynn community, supported charities and made sure its product got served at all kinds of fun Lynn events.

Steak acclaim

Craft Beer is a welcome addition to the Swampscott community and another charity-oriented business reflecting well on the town’s reputation for generosity. So why the apparent ban on Bent Water by Craft Beer?

It is hoped sound minds high up the Craft Beer corporate ladder will revisit the threatened ban and ensure Bent Water is among the selections customers consider when they walk into the Swampscott store.

It’s hard enough to make a success out of a business, especially a small one facing tight profit margins and overhead costs that always seem to threaten to expand. The American economy has rebounded since the tanking it endured in 2008. But many smaller communities, and small businesses in them, have seen economic progress lag and, in some cases, stagnate.

It is in the interest of business community representatives in Swampscott and Lynn to step in and help craft — pun intended — a compromise allowing Bent Water to be sold by Craft Beer.

It may be the ban is all a big misunderstanding that has been blown out of proportion. But it would serve Craft Beer’s interests to remember a quote found in taverns and bars: “Beer is proof God loves us and wants us to be happy.”

There is no reason Craft Beer executives can’t take those words to heart and make room on their shelves for Bent Water.
